Is it a product or custom software?
It can be either. Some organisations use a ready-made platform from a cloud or software provider. Others combine existing services with their own interface and integrations. A hybrid is common: standard components for models and infrastructure, custom software for the organisation's specific process.
A platform does not need to start large. A sensible first step can be one application with cleanly separated shared components. Repeated needs should justify additional platform capabilities.
When does a shared platform create value?
If every team builds isolated model access, data connections and security rules, work is duplicated and ownership becomes unclear. A platform can provide reusable services and enforce shared boundaries.

What a platform does not solve automatically

How can a platform be assessed?
Test the platform with your own data, user roles and failure cases. A feature list says little about how well the solution fits your systems or whether it remains portable later.

Example: one foundation for three teams

A shared platform handles sign-in, model access, document indexing, permission checks, citations and evaluation; the three interfaces and their domain logic remain separate. Only genuinely reusable capabilities are shared, while each team retains ownership of its subject quality and test cases.
